एक व्यापारी से बात हो रही थी। वह कह रहा था कि धंधा मन्दा है, लगता है मकान बेचना पड़ेगा। मैने बोला अरे कोई बात नहीं मकान फिर खरीद लेना। बोला वह बात नहीं है, मकान तो मेरे पास चार हैं, लेकिन रेट सही नहीं मिल रहे हैं। उसे व्यापार में आए कुल 15 साल हुए थे और 4 मकान बना लिए। ऐसे व्यक्तियों को धंधा इसलिए मंदा लग रहा है क्योंकि पहले की तरह कमाई नहीं हो रही है और पांचवा मकान खरीदने की जगह चैथा बेचना पड़ रहा है।

सरकार ने खर्चे बढ़ा लिए हैं, और टैक्स की वसूली नहीं हो रही है, तो उसने रिज़र्व बैंक से 176000 करोड़ ले कर अपना काम चला लिया।

बाकी भुगतने के लिए बची जनता, जो तेजी हो या मंदी, हर हाल में भुगतती है।

जब हम कार स्टार्ट करते हैं तो शून्य से 60 किमी की स्पीड में पहुंचने में सिर्फ कुछ सेकंड लगते हैं। क्योंकि हम इंजिन की पूरी ताकत इस्तेमाल कर लेते हैं। लेकिन उसके बाद हम उसी स्पीड पर चलते रहते हैं जिसे हम मंदी कह सकते हैं। क्योंकि फिर और स्पीड नहीं बढ़ती है या फिर गाड़ी ही बंद हो जाती है।

जब नई परिस्थितियां पैदा होती हैं, तो अर्थव्यवस्थाओं में पहले तेजी आती है। जब तेजी आती है, तो उस से हर व्यक्ति फायदा उठाने के चक्कर में योग्य न होने पर भी उसमें घुस जाता है। भीड़ बढ़ने पर उसमें अराजकता पैदा होने लगती है और फिर सरकार उसको नियंत्रित करने के लिए नियम लाती है। जिसके बाद भीड़ वहां से छंटने लगती है, उसका आकर्षण कम होने लगता है, और लोग उसे मंदी का नाम दे देते हैं।

शेयर मार्केट की तेजी मंदी, रियल इस्टेट की तेजी मंदी इसका उदाहरण है। यह विश्व भर में होता रहता है। लेकिन भारत में इसमें सरकार, व्यापारी, उद्योगपति, जनता सभी शामिल हैं, जिनकी वजह से यहां मंदी देर तक चलती है और ज्यादा नुकसान होता है।

भारत में किसी भी क्षेत्र में, पहले से कोई नियम, कानून या प्लानिंग की ही नहीं जाती है। जब किसी क्षेत्र में तेजी आ रही होती है, तो हर कोई उसमें घुस रहा होता है, सरकार खुश हो रही होती है कि टैक्स मिलेगा, लोगों को रोज़गार मिलेगा, वित्तीय संस्थाएं मुनाफे का सोचती हैं। कोई नहीं सोचता है कि कुछ महीनों या साल बाद जब इसमें मंदी आएगी, घपले बाहर आएंगे, तो क्या होगा और क्या करना पड़ेगा। यहां आग लगने के बाद कुआं खोदना शुरू किया जाता है।

1987 में रिलायंस की लिस्टिंग के बाद बाॅम्बे शेयर मार्केट बढ़नी शुरू हुई और नई कंम्पनियों ने IPO को बढ़ावा देना शुरू किया। सरकार सोती रही और 1992 में 5000 करोड़ (अब के 75000 करोड़) का हर्षद मेहता घोटाला हो गया। उसके बाद सरकार सो कर उठी। पारदर्शिता के लिए नए नियम बनाने शुरू किए, SEBI बनाई गई, NSE डिपाजिटरी बनाई गई, इलेक्ट्राॅनिक ट्रेडिंग शुरू की गई। कहने का मतलब, बाॅम्बे स्टाॅक एक्सचेंज के ख़ानदानी दलालों के ऊपर लगाम कसी गई। नतीजा यह रहा कि 1992 से 1999 तक शेयर मार्केट में मंदी छाई रही। लोगों को नए नियम कानूनों से तालमेल बिठाने में समय लगा और बाॅम्बे स्टाॅक एक्सचेंज के पुराने दलालों का धंघा बंद हो गया और सबसे बड़े एक्सचेंज का दर्जा नए बने NSE को मिल गया।

दूसरा उदाहरण निर्माण क्षेत्र का है। 2004 से सरकार ने होमलोन पर ब्याज पर छूट शुरू की और बैंकों ने घर बनाने के लिए हर किसी को लोन देना शुरू कर दिया। मौका देखकर, हर व्यापारी समूह (किराने वाला, पान मसाले वाला, अखबार छापने वाला) फ्लैट बनाने चल दिया और कहानी 2009 तक चलती रही। फिर डिफ़ाॅल्ट होने शुरू हुए। बिल्डरों ने जनता से भी एडवांस लिया और बैंकों से भी लोन लिया और पूरा पैसा और ज़मीनें खरीदने में लगा दिया। सरकार इस बीच सोती रही।

जब बैंकों के NPAऔर बिल्डरों के घोटाले सामने आने लगे तो RERA बनाने के बारे में सोचा गया। लेकिन तब तक ग्राहकों का विश्वास उठ चुका होता है, तो फिर बरसों मंदी रहना ही है। जनता ने फिर से किराए के घर में रहने को अच्छा समझना शुरू कर दिया। अब सरकार, बैंक और बिल्डर रोते रहें।

बिना सोचे समझे, पहले खेतों में नेताओं और व्यापारियों को एक लाख इंजीनियरिंग, लाॅ, एमबीए के काॅलेज खोलने की परमिशन दे दी जिनमें 10 लाख रुपए और कुछ साल खर्च कर जब 2 करोड़ अधकचरे अज्ञानी डिग्री धारक निकलें, जो हर महीने 50 हज़ार मासिक पगार वाली सरकारी नौकरी मांगे, तब उनको बोलो कि अपना व्यवसाय खुद करें।

इस सरकार ने भी एक लाख करोड़ रुपए के मुद्रा लोन बिना गारंटी के (कागज में) बेरोजगारी को बांट रखे हैं सरकारी बैंकों से। अगला घोटाला मुद्रा लोन का होगा क्योंकि उसे वापस करने का इरादा लोगों का पहले दिन से ही नहीं है और बेराजगारी तो दूर हुई नहीं।

सरकार चाहे तो पहले नियम और नियामक संस्थान बनाए फिर धंधा शुरू करने की इजाज़त दे तो वर्षों की मंदी कभी न आए। लेकिन छुटभैये नेताओं वाली मानसिकता की सरकारें, बड़े बड़ों को वह कैसे नाराज़ कर सकती है। इनकी दूरदर्शी सोच तो होती ही नहीं है, सिर्फ अगले चुनाव को जीतने से मतलब होता है। तो सरकार डैम के गेट की तरह किसी धंधे को खोल कर सो जाती है। फिर बाढ़ से जब नुकसान होता है तो राहत कार्य में जुट जाती है।
इस बीच में दुनियां अमेज़ाॅन, गूगल, इंटरनेट, यूट्यूब, आॅटोमेशन, अंतराष्ट्र्रीय व्यापार संधियों से बदलती जा रही है, लेकिन हमारी सरकार, व्यापारी और जनता तो 1980 वाले दौर में ही जी रहे हैं। उन्होंने नोटबंदी, जीएसटी, कंप्यूटर सबसे डर लगता है, लेकिन ग्लोबलाइजेशन का फायदा भी चाहिए, इम्पोर्टेड सामान, व्हाट्सअप, लेटेस्ट मोबाइल भी चाहिए लेकिन धंधा, नौकरी तो पुराने वाले तरीके की ही चाहिए। जीएसटी, आनलाइन व्यवस्थाएं, नियम, कानून तो पिछले 5-6 साल से चर्चा में हैं लेकिन लोग उन्हें अभी भी अपनाने से कतरा रहे हैं, व्यापारी, अफसर उनकी काट ढूंढ रहे हैं, बजाए उसे मानने के।

नोटबंदी सरकार का अच्छा कदम था, ठीक वैसे ही जैसे अनुच्छेद 370 का हटना। लेकिन उसको अरबपतियों ने जनता का, गरीबों का नाम ले लेकर कोसना शुरू किया। खुद मीडिया, व्यापारी, नौकरशाही, नेता उसमें फंसे थे, जो आज गिरफ़्तारियों से स्पष्ट है। पर उस समय जनता से लेकर बैंक कर्मचारियों, उच्चतम न्यायालय ने हस्तक्षेप किया और पूरी प्रक्रिया निर्णायक दौर में पहंुची ही नहीं। और उसकी विफलता पर प्रश्न किये जाते हैं।

आज अगर कश्मीर में जैसी सख्ती सरकार दिखा रही है और उच्चतम न्यायालय उसको समर्थन दे रहा है, वैसा ही अगर नोटबन्दी के एक महीने में हुआ होता तो NPA, माल्या, नीरव मोदी का किस्सा हुआ ही नहीं होता।

जुलाई 2017 में जीएसटी शुरू हुआ तो जनता को बताया गया कि अब उसे 28 प्रतिशत की जगह 18 प्रतिशत टैक्स देना होगा तो वस्तुएं सस्ती होंगी। लेकिन न तो निर्माता ने दाम घटाए, न सरकार ने कोई सख्ती की। व्यापारियों ने अपना मुनाफा घटाए बिना दाम बढ़ा दिए। जनता दोनो ओर से ठगी गई।

ऐसा ही उदाहरण केबल और DTH वालों ने किया। सरकार का कहना था अपना चैनल चुनकर जनता अपना बिल कम करेगी, लेकिन DTH वालों ने कारीगरी करके बिल पहले से भी ज्यादा कर दिया।

अब इन स्मार्ट लोगां और सरकार को जनता जवाब दे रही है खरीद कम करके। जो महीने में 4 बार रेस्टोरेंट जाते थे वे एक दो बार जा रहे हैं और दुकानदार मक्खियां मार कर मंदी का रोना रो रहे हैं। लोग DTH का कनेक्शन कटवा कर इंटरनेट पर चैनल, यूट्यूब जिओ पर देख रहे हैं। सभी कम्पनियां मंदी की वजह से सामानों के दाम घटा रही हैं

गीता में कहा गया है कि संशयात्मा विनश्यति अर्थात जो दुविधा में रहता है वह नष्ट हो जाता है। तो इस बार की मंदी में 1980-90 की सोच से 2020 में व्यवसाय और नौकरी करने वालों का नष्ट होना तय है।

I have four houses but the rates are too low. He had been in business for 15 years and had built 4 houses. Such people are finding business slow because they are not earning as before and instead of buying a fifth house, they have to sell fourth.

The government has increased the expenses and tax is not being collected. Then it took loan of 176000 crores from the Reserve Bank.

The general public, whether it is a boom or a recession, suffers under any circumstances.

When we start the car, it takes just seconds to reach zero to 60 km speed because we use the full power of the engine. But after that we keep going at the same speed, which we can call recession, because then no more speed increases or else the car stops.

Economies first pick up when new circumstances arise. When boom comes, every person enters it even if he is not capable of it. As the crowd grows, chaos ensues in it and then the government brings rules to control it, after which the crowd starts to disperse from there, its attraction starts decreasing and people call it recession.

The rapid slowdown in the stock market, the rapid slowdown in real estate is an example of this. It happens all over the world, but in India, it includes the government, businessmen, industrialists and the public, due to which the slowdown here lasts long and causes more damage.

There is no rule or law preplanned in any area in India. When there is a boom in an area, everyone is entering it, the government is happy that tax will be received, people will get employment, financial institutions think of profit. Nobody thinks what will happen after a few months or years when there will be a downturn in it, scams will come out. Here the well is dug after the house latches fire.

After the listing of Reliance in 1987, the Bombay stock market began to grow and new companies started promoting the platform. The government kept sleeping and in 1992 the Harshad Mehta scam of 5000 crores (now it will be 75000 crores) happened. After that the government woke up from sleep. New rules were introduced for transparency, a new set up, a small depository was made, electronic trading was started. Saying this meant tightening of the brokers of Bombay Exchange. The result was that from 1992 to 1999, the stock market slowed down. It took time for people to keep pace with the new rule laws and the old stock brokers of the Bombay Stock Exchange were closed and the largest exchange got the status of the new NSE.

Another example is the construction sector. From 2004, the government started a rebate on interest on home loans and banks started giving loans to everyone to build houses. Seeing the opportunity, every merchant group (grocer, paan masala, newspaper printers) started building flats and the story continued till 2009. Then the defaults started happening. The builders also took advance from the public and also took loans from banks and invested entire money and land. The government kept their eyes closed in the meantime.

When the NPA of banks and the scam of builders flashed then RERA was thought to be formed. But by then the confidence of the customers has been lost, hence recession has to remain for many years. The public again found easy living in a rented house for good. Now the government, banks and builders kept crying.

Without thinking, first gave permission to the leaders and businessmen to open one lakh engineering, law, MBA colleges with 10 lakh rupees and spend a few years when 2 crore  half-ignorant degree holders leave and ask for a 50 thousand monthly salary Government job then they are told to do their own business.

This government has also distributed unemployment loans of one lakh crore rupees without guarantee (in paper) from public sector banks. The next scam will be of Mudra loan because the intention of returning it is not from the first day and unemployment has not gone away.

If the government first frames rules and regulatory institutions, then allows it to start a business, then the recession of years will never come. But how can it annoy anyone with the mentality of small leaders. They do not have a forward-looking mind but only winning the next election means. So the government opens a business like a dam gate and goes to sleep. When the flood damages, then relief work gets started.

In the meantime, the world is changing Amazon, Google, Internet, YouTube, Automation, International Trade Treaties, but our government, businessmen and public are still living in the 1980s. They are most afraid of demonetisation, GST, computer but want the benefit of globalization, imported goods, whatsapp, latest mobile too but business, job should be done in the old way. GST, online arrangements, rules, laws have been in discussion for the last 5-6 years but people are still shying away from adopting them, businessmen and officers are looking for their alternative rather than following it.

Demonetisation was a good move of the government, just like the withdrawal of Article 370. But the billionaires started to curse it by taking the name of the public and the poor. The media itself, businessmen, bureaucracy, leaders were caught in it, which is evident from the arrests nowadays. But at that time, from the public to the bank employees, the Supreme Court intervened and the whole process did not reach the final stage. And its failure is questioned.

Today, if the government is showing strictness in Kashmir and the Supreme Court is supporting it, If it would have happened in a month of demonetisation, the case of NPA, Mallya, Nirav Modi etc. would not have happened.

When GST started in July 2017, the public was told that now they have to pay 18 percent tax instead of 28 percent, then the goods will be cheaper. But neither the producer reduced the price, nor did the government take any action. Traders increased the prices without reducing their profits. The public was cheated on both sides.

Take example of cable and DTH operators. The government had said that by choosing its channel, the public will reduce its bill, but the DTH operators raised the, bill more than before, by doing smart workmanship.

Now people are responding to these smart people and the government by reducing purchases. Those who used to go to the restaurant 4 times a month are going twice, and the shopkeepers are crying of recession. People are watching the channel on the internet, YouTube Jio, by cutting off the connection of DTH. All companies are reducing prices of goods due to the recession.

It is said in the Gita that Sansayatma Vinashyati means one who remains in dilemma gets destroyed. So in this time of recession, business and job in 2020 with the mind set of 1980-90 will definitely be at stake.
